The Pacific Education Development Framework was endorsed by the Forum Education Ministers who clearly identified the need to initiate systems for sharing practices in inclusive education.
An “inclusive” education system is one where all students have access to schooling and participate fully when they are enrolled. Access means they are not prevented from enrolling in a school by barriers such as distance, poverty, attitude, disability etc. Participation means staying at school for at least the compulsory years - attending regularly, not dropping out early, engaged in learning.
